وظیفه‌ی خود دانستیم كه به اطلاع آن مقام برسانیم كه هفته‌ی گذشته ایرانیان و حتی بسیاری از غیر ایرانیان صلح دوست، اخبار مذاكرات ژنو درباره برنامه‌ی اتمی ایران را با جدیت و اشتیاق پیگیری می‌كردند و از این كه می‌دیدند برخلاف یك دهه‌ی گذشته، مذاكرات پیش می‌رود، مسرور و امیدوار شدند كه تحریم‌های ایران برداشته شود و هم‌زمان جامعه‌ی بین المللی هم ضمانت‌هایی را که برای صلح‌‌آمیز بودن برنامه‌ی اتمی ایران مناسب می‌داند، به دست آورد؛ و مهم‌تر این‌که سایه‌ی شوم جنگی دیگر از روی منطقه برداشته شود. انتظار این نبود که دولت شما از روند رو به رشد مذاكرات حمایت نكند و از آن غیر‌منتظره‌تر این كه، مانع اصلی در رسیدن به توافق معرفی شود.
آقای رئیس جمهور!
موضوع برنامه‌های هسته‌ای ایران، از دیدگاه كشورهای مذاكره‌كننده، نه یك مسئله‌ی اختصاصی هر یک از این کشورها، بلكه یك مسئله‌ی جهانی و مرتبط با صلح و امنیت بین‌الملی است. به همین دلیل همه‌ی اعضای ثابت شورای امنیت و آلمان در این مذاكرات حضور یافته‌اند. از همین رو، وقتی پنج كشور دیگر تضمین‌های داده شده از طرف ایران را برای رفع نگرانی‌های بین المللی كافی دانسته‌اند، مخالفت شما این ذهنیت را ایجاد می‌كند كه دولت فرانسه در مسئله‌ی هسته‌ای ایران به جای لحاظ کردن امنیت بین‌المللی و صلح و ثبات منطقه‌ای، منافع برخی دیگر از كشورهای منطقه را در نظر گرفته و به این ترتیب مانع رسیدن به توافق بین المللی می شود.
آقای رئیس جمهور!
ما امضا كنندگان این نامه معتقدیم؛ اكنون كه دولت ایران با سیاست‌های جدید خود می‌كوشد مسیر مناسبی را در تعامل با جهان باز كند، وظیفه‌ی سایر كشورها از جمله فرانسه است كه پاسخ مناسبی به این اقدام دهند. مواضع دولت فرانسه نباید هم‌سو با افراطی‌ترین جناح‌های سیاسی در داخل ایران و افراطی‌ترین دولت‌ها در منطقه‌ی حساس خاورمیانه باشد یا مواضع آنان را تقویت كند.
به یاد داشته باشیم که تصویر فرانسه و آلمان در حافظه‌ی تاریخی مردم ایران با تصویر دیگر متحدین غربی آنان همیشه متفاوت بوده است. ما مایل نیستیم در یکی از حساس‌ترین لحظات تاریخی در منطقه‌ی خاورمیانه، دولت فرانسه در ذهن مردم ایران طرفدار حل و فصل مسائل از راهی غیر از دیپلماسی معرفی شود. می‌خواهیم یقین کنیم که شما نیز حتما به اندازه‌ی ما نگران عواقب داخلی، منطقه‌ای و جهانی شکست توافق هسته‌ای با ایران هستید.
باشد كه توافق هسته‌ای با ایران بتواند سایه‌ی یک جنگ دیگر را از روی منطقه بردارد و ایران را به ایفای نقش مسئولانه‌تری در منطقه تشویق كند و خطر نیروهای بنیادگرا را در تمامی منطقه كم نماید.
باتوجه به این موارد، از آقای رئیس‌جمهور و دولت فرانسه مصرانه می‌خواهیم كه سیاست خود را در این زمینه تغییر دهند و با سایر كشورهای مذاكره‌كننده هماهنگ شوند و این امكان را فراهم نمایند تا دور بعدی مذاكرات با موفقیت به پایان برسد.

La semaine dernière les pacifistes iraniens, tout comme tant d’autres à travers le monde, suivaient avec enthousiasme les négociations à Genève concernant le nucléaire iranien. Il y avait beaucoup d’optimisme et d’espoir dans l’air. Après une décennie de « dialogue de sourds », il y avait, cette fois-ci, le sentiment, partagé par beaucoup, qu’on se dirigeait vers la fin des sanctions imposées à l’Iran, vers le constat que le programme nucléaire iranien visait les objectifs civils. Plus important encore, tout le monde espérait que les représentants des six grandes nations faisaient de leur mieux pour empêcher l’irruption de la guerre dans la région.
C’est dire à quel point nous avons été surpris par l’attitude de votre gouvernement, bloquant de fait l’espoir d’un accord gagnant-gagnant.
Cher Monsieur Le Président,
Les préoccupations concernant le programme nucléaire iranien sont, à l’évidence, les mêmes dans la communauté internationale. Par conséquent, compte tenu du fait que les garanties acceptées par l’Iran donnent satisfaction aux cinq autres grandes nations, votre opposition nous interroge : s’agit-il des enjeux qui nous échappent et/ou des pressions venant des forces qui, dans la région, profitent des tensions entre l’Iran et l’Occident ?
Cher Monsieur Le Président,
Nous, signataires de cette adresse – victimes de la répression en Iran et appartenant aux différentes tendances politiques –, sommes persuadés que le nouveau président iranien cherche l’ouverture. Nous estimons que les grandes puissances, parmi lesquelles la France, devraient y répondre positivement. Une approche négative ne peut profiter qu’aux extrêmes en Iran et dans le reste du Moyen-Orient, région ô combien tourmentée.
L’image de la France et de l’Allemagne dans la mémoire collective iranienne a été différente de celle de leurs alliés occidentaux. Nous ne souhaitons pas que cette image positive soit déformée à cause du blocage de la solution diplomatique par votre gouvernement.
Nous espérons que vous êtes, comme nous, attaché à la réussite de ces négociations. Nous sommes persuadés qu’un accord entre les 5+1 et l’Iran élimine le risque d’une nouvelle guerre dans la région et affaiblit la menace du fondamentalisme au Moyen-Orient.
Nous nous permettons de nous adresser à vous afin de vous demander, ainsi qu’à votre gouvernement, d’assumer un rôle constructif dans ces négociations en adoptant une approche compatible avec celle des autres parties-prenantes et contribuer ainsi à la réussite de celles-ci.

Last week, when Iranians, and many others around the world who support peace, were following news of the Geneva Talks, there was a great deal of hope and optimism in the air. Despite a decade of stagnation, there was a feeling, shared by many, that this occasion might pave the way for the abandonment of sanctions imposed on Iran, and for guarantees on the satisfaction of the peacefulness of the Iranian nuclear program. More importantly, everyone thought the representatives of the six great nations were doing their best to prevent the eruption of the war throughout the region. This is why we did not anticipate that your government would be inconsistent with the pace of talks, nor indeed become the main obstacle in making a win-win deal.
Dear Mr. President
Concerns about the Iranian nuclear program are apparently shared universally by the international community. Consequently all five permanent members of the UN Security Council and Germany were present. Therefore, while guarantees deposited by Iran satisfy all other five great nations, your opposition gives the appearance of prioritizing self-interest and/or concessions to pressures from regional elements that seek to benefit from a confrontation of Iran and the West.
Dear Mr. President
We, the signatories of this letter, believe the new president of Iran is trying to open up possibilities for engagement with the outside world. We believe the great powers, including France, should respond positively. Only extremists in Iran and elsewhere throughout an extremely volatile region as Middle East, would benefit from a negative response on your part.
The image of France and Germany in the historical memory of Iranians is considerably different from that of their Western allies. We have no desire to see this traditional cordiality lost, as we, as Iranians, perceive that your government is blocking a diplomatic solution. We would like to believe that you are as concerned as we are about the situation, and about the potential failure of the ongoing nuclear talks. We hope that a nuclear agreement between 5+1 can be reached, and that we can remove the shadow of another war from our region. It would, moreover, encourage Iran to take greater responsibility in our region and would curb the threat of fundamentalism throughout the Middle East.
We urge you and your government to undertake a constructive role by accommodation with the other members of talks to lead it towards success.

für das Iranische Volk wie für viele andere Nationen, die sich um den weltweiten Friedensprozeß bemühen, gaben die Genfer Gespräche und die Atomverhandlungen mit dem Iran in der vergangenen Woche Anlass zu Hoffnung und Optimismus. Nach einer jahrelangen Phase der Stagnation schöpften viele Hoffnung, dass auf der Grundlage ernsthafter Konzessionen von iranischer Seite zum Nachweis der friedlichen, zivilen Nutzung der atomaren Technologie eine Lockerung der gegen den Iran verhängten Sanktionen erfolgen könne.
Wichtiger noch war die Hoffnung aller, dass von den Repräsentanten der sechs großen Nationen im Rahmen der Genfer Gespräche alle Chancen zur Stabilisierung des Friedensprozeßes im Nahen und Mittleren Osten genutzt werden. Umso unverständlicher ist uns die Haltung Ihrer Regierung, sich als Einzige im Reigen der Nationen dieser Chance der Einigung zu versperren und eine greifbare Lösung des Atomstreites mit dem Iran zu verhindern.
Herr Präsident
Sehr geehrter Herr Staatspräsident, die Wichtigkeit einer ausschließlich zivilen Ausrichtung des Iranischen Atomprogramms braucht nicht betont zu werden; sie ist evident und liegt im Interesse der internationalen Staatengemeinschaft. Infolgedessen waren die fünf ständigen Mitglieder des UN-Sicherheitsrats und Deutschland anwesend. In Anbetracht der Tatsache, dass die Zugeständnisse der iranischen Regierung im Atomstreit die übrigen fünf großen Nationen ausnahmslos zufriedengestellt haben, erscheint die Weigerung Frankreichs Ausdruck eigener Interessen oder Interessen Dritter zu sein, die möglicherweise von der Konfliktsituation zwischen dem Iran und dem Westen profitieren wollen und an einer friedlichen Lösung und Annäherung gar nicht interessiert sind.
Herr Präsident
Die Unterzeichner dieses Briefes sind vom ernsthaften Wollen des iranischen Präsidenten zu einer Öffnung des Landes und Annäherung an den Westen überzeugt. Wir meinen, dass die bedeutenden Nationen, dies schliesst Frankreich ausdrücklich ein, positiv auf dieses Signal reagieren und die ausgestreckte Hand ergreifen sollten. Von einer negativen Reaktion und Verweigerungshaltung können ausschließlich extremistische Gruppen im Iran und ausserhalb profitieren, insbesondere aufgrund der unbeständigen politischen Situation des Mittleren Ostens.
Das Bild der Franzosen und Deutschen vom Iran und dem iranischen Volk, seiner Geschichte und Kultur galt immer als differenziert und ausgewogen, insbesondere im Vergleich zu der Sicht anderer westlicher Nationen. Wir sind äußerst besorgt, dass die Verweigerungshaltung Ihrer Regierung an einer diplomatischen Lösung des Atomstreites dieses positive und herzliche Bild nachhaltig stört. Wir möchten Sie von der Wichtigkeit überzeugen, dass die Gespräche fortgesetzt und erfolgreich geführt werden.
Wir hoffen, dass mit einer erfolgreichen Einigung und Vereinbarung zwischen den Mitgliedern des UN-Sicherheitsrates, Deutschlands und dem Iran der drohende Schatten künftiger militärischer Konflikte im Mittleren Osten vertrieben wird und der Iran in eine neue Rolle der Verantwortung in und für die Region gerückt werden. Dies betrifft künftig auch eine aktive Rolle des Iran in der Kontrolle und im Zurückdrängen des Fundamentalismus im Mittleren Osten.
Wir ersuchen Sie und Ihre Regierung eindringlich, in diesem Sinne bei den folgenden Gesprächen an einer konstruktiven Lösung mitzuarbeiten und die Gespräche zu einem Erfolg zu führen.
